Legacy Court Townhomes

Legacy Court is a multi-site affordable housing development located at 1300, 1243, and 1329 Fred Jackson Way in North Richmond. The project delivers 43 new family-oriented units across seven two- to three-story buildings, serving low-income households earning 30–60% of the area median income. Thirteen units are designated for individuals at risk of homelessness and those requiring mental health support services, with on-site programs provided by Contra Costa Behavioral Health Services.
The development spans three adjacent parcels within a single block and offers a mix of one-, two-, and three-bedroom apartments. One unit is reserved for a live-in property manager to support community stability. Shared amenities include a community room, community kitchen, computer lab with high-speed internet, laundry facilities, bike parking, and a central gathering courtyard. The development emphasizes resident wellness and community-building with programming in health, arts, and education. All buildings are all-electric and designed with energy efficiency and green infrastructure to reduce carbon emissions.
Merrill Morris Partners provided full-service landscape architectural support from schematic design through construction administration for this multi-site development. Scope highlights include:
- Concept design for internal courtyards, tot lots, and landscape buffers.
- Planting and irrigation plans, including water use calculations and system specifications.
- Safety-compliant tot lot layout and play structure detailing.
- Coordination with client and architect throughout design and documentation phases.
- Preparation of permit submittal drawings and participation in agency reviews.
- Construction administration services including submittal reviews, contractor coordination, and on-site observation.
