Bell Street Gardens

Bell Street Gardens is a two-phase affordable housing development in central Fremont, designed to provide permanent supportive housing and services for low-income and special needs residents. Located at the intersection of Mowry Avenue and Bell Street, the project transforms a previously underutilized commercial parcel into a vibrant residential community directly across from the Fremont Hub Shopping Center.
Phase I – Islander Motel Revitalization
This adaptive reuse project revitalizes the former Islander Motel site into a modern, three-story residential building offering 79 units—ranging from studios to two-bedroom apartments. The redevelopment includes the addition of a third floor, enhanced accessibility via a new elevator and connecting bridges, and community-focused amenities such as in-building resident services, a community room, shared courtyard, and a welcoming lobby along Bell Street.
Phase II – New Family Housing
Adjacent to the Islander site, this newly constructed four-story building includes 49 units, with a mix of one-, two-, and three-bedroom apartments. Designed with families in mind, the building features a shared courtyard with a children's play area, a large community room, a fitness room, in-building laundry, and resident support services. Thoughtfully integrated into the site, the new structure shares a driveway and emergency vehicle access with Phase I.
Together, the two phases deliver 128 units of high-quality affordable housing, with 25% reserved for individuals with special needs. The landscape design strengthens connectivity across both sites with integrated outdoor spaces that support community-building and wellness.
